The Spooks

No one really knows anything about this group of marauders. In fact, "The Spooks" is just the name given to them by the various militias and even pirate groups that have encountered them. The first sighting was sometime back in '35, when a flight of four white planes launched an attack, seemingly out of nowhere, on a convoy transporting Texas President Austin Crockett to a negotiation with Arixo representatives. The attackers never identified themselves, but were easily dispatched. Since then, though, the same type of planes have been plaguing the entire Southwest, from Texas up through Utah, and over into Hollywood.
Their targets almost always seem to be important political figures or leaders of strong militias or pirate groups. This seems to be an obvious attempt to destabilize the local governments, but to what end is unclear. The Spooks aren't believed to be allied with any Unionist party, who might use the regional unrest to rebuild the nation, and their unwarranted attacks on pirate leaders only confuse issues further. One of their most recent successes was the death of the commander of the Duke City Diablos, Larry "Six-Shot" Montoya, which has brought the wrath of that group upon The Spooks. Unfortunately, no base of activities has yet been found for this mysterious group, and they seem to be spread out over a large area (Spook attacks have happened in Hollywood and Texas within hours of each other).
The Spooks' planes are all painted in a sort of tattered, uneven white, with a stylized gold chain wrapped around the right wing. This paint scheme, and their apparent ability to pop up out of nowhere, earned them their name. All types of planes have been encountered in their attacks, though Brigands and Vampires are the most commonly seen. What is really strange is that many pilots have claimed to encounter Spooks that they had already shot down in an earlier engagement. Most likely The Spooks are just reusing numbers from downed craft, probably to worry their enemies (which is working).

Spook Pilots

As far as can be judged from accounts, The Spooks don't seem to have any ranking system within their squadrons (if they really divide into squadrons; uneven numbers of craft are frequently encountered). Their pilots don't seem to be terribly skilled, but they often fly heavier craft, and in large numbers. Interestingly, all their pilots appear to have about the same level of flying skill, and rarely show much innovation (indeed, different pilots have been known to use the exact same maneuvers).
The stats below are for one of these average pilots, and there is rarely any variation from this:
